Incumbent serves as Airport Manager for the Steuben County Airport, responsible for
overseeing theoperations of the airport.
DUTIES:
Oversees Airport operations, including grounds and service on airplanes.
Supervises assigned staff, including interviewing candidates and making hiring decisions,
providing orientation and training, planning, and controlling work assignments, establishing
specific work goals, recommending promotions, transfers, or demotions, maintaining discipline,
communicating and administering personnel programs and procedures.
Fuels and moves small and large aircrafts. Maintains accurate records of fuel and rental
sales, including setting prices, managing inventory, collecting and depositing receipts, and
reconciling fuelsales and receipts.
Inspects Airport grounds, runway, hangers, and lighting system daily. Issues NOTAMs as
needed. Ensures runway, taxiway, and ramp are safe, including removing snow, removing
obstructions, and repairing lights. Removes trash and other debris from Airport property
daily.
Oversees preventive maintenance, to include maintenance and repair of runways, electrical,
plumbing, buildings, signs, and heavy equipment.
Maintains a flexible schedule to efficiently manage airport operations such as snow watch
shifts, training, required travel, covering shifts or meeting attendance.
Maintains Federal Aviation Administration (FAA) records and documents.
Serves as agent of the Board of Aviation Commissioners in Airport operational matters and in
negotiatingspace or area lease agreements.

I. JOB REQUIREMENTS:
Associate’s Degree in Airport Management or equivalent combination of training and related
work experience. Possession of or ability to obtain and maintain FAA Pilot certificates as
required by Boardof Aviation Commissioners.
Must be at least 21 years of age.
Thorough knowledge and experience in airport management, operations, and maintenance,
includingknowledge of equipment, materials, practices in airfield, FAA rules and
regulations, and other regulations governing the operations of airports.
Working knowledge of fueling procedures for both gasoline and jet-powered airplanes and
helicopters.
Working knowledge of standard English grammar, spelling, and punctuation, and ability to
prepare correspondence and detailed reports as required.
Knowledge of and ability to operate equipment, such as large snow plow, tractor, airport
equipment,and vehicle. Ability to properly operate standard office equipment, including, but
not limited to, computer and calculator.
Knowledge of the principles and techniques used in budgeting, grant writing, and contract
negotiations.
Ability to regularly work extended hours, weekends, evenings and holidays. Ability to
occasionallyrespond to emergencies on 24-hour basis from off-duty status and serve on call on
rotation basis.
Ability to supervise assigned staff, including interviewing candidates and making hiring
decisions,providing orientation and training, planning, and controlling work assignments,
establishing specific work goals, recommending promotions, transfers, or demotions,
maintaining discipline, communicating and administering personnel programs and
procedures.
Ability to quickly and accurately compute and perform arithmetic operations, such as
collecting fuelpayments and developing department budget.
Ability to effectively communicate orally and in writing with co-workers, other County
departments, other federal, state and localofficials, news media, and the public, including
being sensitive to professional ethics, gender, cultural diversities, and disabilities.
Ability to speak clearly and distinctly, hear and be heard and understood when

communicating inperson, by radio, or by telephone.
Ability to provide public access to or maintain confidentiality of Department information and
records according to state requirements.
Shall comply with all employer and Department policies and work rules, including, but not
limitedto, attendance, safety, drug-free workplace, and personal conduct.
Ability to understand, memorize, retain, and carry out written or oral instructions and present
findings in oral or written form.
Ability to read, interpret, and explain applicable regulations, plans and specifications and
preparetechnical reports.
Ability to compare or observe similarities and differences in data, compile, collate or classify
data,analyze and evaluate, and make determinations based on data analyses.
Ability to work alone with minimum supervision and with others in a team environment, work
on several tasks at the same time, and work rapidly for long periods, occasionally under time
pressure.
Ability to apply knowledge of people and/or locations, and occasionally plan and layout
assigned workprojects.
Possession of a valid driver’s license and a demonstrated safe driving record.
II. DIFFICULTY OF WORK:
Incumbent performs work according to guidelines which are not always clear. Judgment is
needed inselecting the most appropriate guidelines and adopting methods and procedures to fit
specific circumstances. Incumbent receives administrative or advisory directions from Board of
Aviation Commissioners, and establishes major administrative departmental policies and
procedures.
III. RESPONSIBILITY:
Incumbent determines own work priorities and accomplishes duties and assignments
according to service needs of the facility. Work is performed under general directions and
has a major impact on the application of Airport practices. Completion of work is expected
without immediate supervision.Work is reviewed primarily for compliance with legal
requirements. Errors in work could result in moderate financial liability to the department,
damage to equipment and/or aircrafts, and/or inconvenience to the public. Safety precautions
must be used at all times to prevent injury to self, others, and to maintain airport equipment.

IV. PERSONAL WORK RELATIONSHIPS:
Incumbent maintains frequent contact with co-workers, other County departments, other
federal, state, and local officials, news media, and the public for purposes of giving and
receiving information, explainingand interpreting policies and procedures, exchanging ideas,
negotiating space or area leases, and mentoring others.
Incumbent reports directly to the Board of Aviation Commissioners.
V. PHYSICAL WORK ENVIRONMENT:
Incumbent performs duties in a standard office environment and outdoors, including
lifting/carrying objects weighing over 50 pounds, crouching/kneeling, driving, color/depth
perception, reaching, close/far vision, speaking clearly, handling/grasping/fingering objects,
working in wet/icy surroundings, sitting/walking/standing for long periods, working in
extreme hot or cold temperatures,working near fumes, odors, dust, dirt, working in a noisy
environment, and wearing protective clothing.
VI. OTHER:
The Airport Manager position is an appointed position of the Board of Aviation
Commissioners. Specific job duties and job requirements are established at the discretion of the
Board of Aviation Commissioners. A person appointed to the Airport Manager position serves
at the pleasure of the Board of Aviation Commissioners and may be terminated by the Board of
Aviation Commissioners at any time.
