Indiana thrives when its neighborhoods, cities, towns and regions are strong. Building capacity around a community’s existing leadership and assets is the foundation for a sustainable and healthy community. The Office of Community and Rural Affairs (OCRA), Indiana Housing and Community Development Authority (IHCDA) and High Performance Government Network (HPG Network) have collaborated to create a curriculum of courses to help build capacity in Indiana’s hometowns.
